In the criminal justice system, there are many law enforcement divisions responsible for the investigation of sexual assault allegations. Depending on the age of the child, the case may be handled by one specialized investigative unit, generally under the heading of Crimes Against Persons, Special Assault Unit, Sexual Assault Division, and so forth. Some of these specialized units may investigate crimes that are determined by the age of the victim.
The law enforcement officer who receives assignment to the Special Assault Unit may find accepting an assignment that a child was sexually assaulted by her father, grandfather, uncle, neighbor, teacher, peer, classmate, etc. very uncomfortable to deal with. Upon arrival to the SAU for the first time, the officer who has been waiting for his first detective assignment finds a clean desk with a welcome note from the Sergeant saying, “Welcome Aboard.” In this officer’s career, this welcome may be the only positive greeting he will receive until at some date and time when he finds success in his new and exciting assignment. Too often the officer will not know what to expect in his new assignment; therefore, it is important to discuss in detail what happens in most law enforcement agencies.
In The Beginning
The Bible tells us in the Book of Genesis 39:11-13 "But one day, when he went into the house to do his work, and none of the men of the house were there in the house, she caught him by his garment, saying “Lie with me." But he left his garment in her hand and fled and got out of the house." Further, when her husband arrives home, she told him the same story of how Joseph tried to rape her; the husband was mad and put Joseph into jail for a crime he didn't commit. One of the first sex stories in the Bible whereas this story was told, it became an opportunity to use a man versus a women in regards to a sexual act(s) that may have been consensual or not. It has been said that this is one of the first "He said, she said" sexual act. A defense strategy that would be utilized by defense attorneys in courts worldwide for centuries.
